The monument is public land with no gates or posted hours, so it is open at all times in principle, but access depends on roads, season and fire closures. Many dirt roads are rough or closed after rain, snow or wildfire, and some campgrounds, trailheads and roads are seasonal - confirm current conditions with the Bureau of Land Management and the US Forest Service before you go. Day use is commonly free; developed campgrounds charge a fee and some may need booking - confirm. Wildfire, smoke and fire restrictions can close areas or ban campfires for months in summer and autumn. Daylight, not a schedule, decides how much you can safely do, so plan to be off dirt roads before dusk.
